The Court of Appeal has its seat in Luxembourg. 23 There is only one level of appeal from the
Court of First Instance to the Court of Appeal. The Court of Appeal has a key role in ensuring
consistent application and interpretation of the UPCA and RoP. 24 For cases of exceptional
importance and, in particular, when the decision may affect the unity and consistency of the
case law of the Court, a panel of the Court of Appeal may refer the matter to the full Court. 25

The Registry keeps records of all cases before the Court and is based at the Court of Appeal
in Luxembourg, with sub-registries at each of the divisions of the Court of First Instance.
The sub-registries will notify every case to the Registry. The register of cases is public, subject to
conditions in the UPCA and the RoP on confidentiality. 26 The Presidium 27 is responsible for
